Independent Chief Inspector of Borders and Immigration

Documents relating to the Independent Chief Inspector of Borders and Immigration (ICIBI), an independent body appointed by the Home Secretary and responsible ‘for monitoring and reporting on the efficiency and effectiveness of the UK’s immigration, asylum, nationality and customs functions.’

The role of the ICIBI was formed through Section 48(1) of the UK Borders Act 2007, though it was initially known as the Chief Inspector of the UK Border Agency, changing its name in March 2012. Its remit also expanded to absorb the responsibilities the Inspector previously held under another title, as the Independent Monitor of Entry Clearance Refusals Without the Right of Appeal, a role that was abolished with the Immigration Act 2014. The role, remit, and process of appointment for the ICIBI is outlined in detail in the Home Affairs Committee report on the Appointment of the Independent Chief Inspector of Borders and Immigration and in Freedom of Movement’s overview.

This collection brings together reports published by the ICIBI, responses to these reports from the Home Secretary, and other relevant documents related to this body – including annual reports, plans, guidance documents, and minutes of meetings with a range of stakeholders.
