Documents relating to the Independent Reviewer of Terrorism Legislation (IRTL), a statutory role tasked with carrying out annual and additional discretionary reviews of UK terrorism legislation.
The IRTL is appointed by the Home Secretary under Section 36 of the Terrorism Act 2006. Annual review reports are provided to various government bodies, including the Home Office, the Treasury, and the Foreign, Commonwealth and Development Office.
In February 2024, the current Independent Reviewer of Terrorism Legislation, Jonathan Hall KC, was also appointed as the first Independent Reviewer of State Threats Legislation (IRSTL) under the National Security Act 2023, widening his responsibilities to review offences and powers created with the National Security Act 2023, as well as powers related to hostile state activity as outlined under Schedule 3 to the Counter-Terrorism and Border Security Act 2019.
This collection brings together reports published by the Independent Reviewer of Terrorism Legislation, government responses to these reports, as well as evidence given and speeches delivered.
