Intelligence Commissioners

This collection brings together reports, consultation documents and other material related to the work of the Investigatory Powers Commissioner’s Office (IPCO) and its predecessors, the Office of Surveillance Commissioners (OSC), the Intelligence Services Commissioner’s Office (ISComm) and the Interception of Communications Commissioner’s Office (IOCCO).

The latter three roles were set up under the Regulation of Investigatory Powers Act (RIPA) 2000 to provide independent judicial oversight of the conduct of MI5, MI6, GCHQ and a number of other public authorities with powers under RIPA and associated legislation such as the Intelligence Services Act 1994. Following the passing of the Investigatory Powers Act 2016, these oversight roles were combined into IPCO, which now has overall responsibility for reviewing the use of investigatory powers by public authorities.

Alongside annual reports, this collection includes correspondence and written submissions relating to IPCO consultations on the ‘consolidated guidance’ and the use of ‘bulk powers’, as well as documents from (or about) the intelligence agencies disclosed as part of proceedings at the Investigatory Powers Tribunal.
